We have a room reserved at the Richland Library for Sunday 11/12 between 3:00pm and 4:30pm for members to submit comments on the attached Bylaw proposal. As this is only 1.5 hrs., it would be appreciated if comments are forwarded to TCMSA.docs@gmail.com in advance. Along with comments, resolutions/changes are requested!
The effort to update the Bylaws started with the goal making changes needed to have a document which is current, better reflect what the Association is actually doing, and would be defensible when working with the Feds during negotiations for land leases/purchases. A request was made for members to become active in this effort, basically a half-dozen people stepped up to contribute. The attached Bylaw proposal started as a “simple cleanup” of the existing Bylaws and it rapidly became obvious a few word changes or deletions was not adequate.
A redline/strikeout is not included to denote the changes which were made but one of the attached files (named TCMSA Bylaws Draft 6 (08-07-2023) FORMATTED w-comments) shows comments in the margin which summarize the changes against a version which is one version old. latest version for comment and consideration includes additional refinements, is attached, and is named “Bylaw proposal for membership review 11-03-2023.”
Once comments from the general membership are incorporated, that version will be presented to the Board at the Dec. Board meeting for concurrence to be acted on at the Annual Meeting in Jan. 2024.

The Board has approved the use of the CMP line by Club members who possess electric trap throwers and control them with a remote.
Starting in November, the CMP, 100 yard rimfire, and the Rimfire Sporter Games will have winter hours. The setup time is 8:30 AM and shooting begins at 9:00 AM.

A new type of gong hangar has been installed at the 50 yd. line. DO NOT shoot the tang at the top or the small plate behind it, which is there to protect the bolts.

The Club has purchased an Automated External Defibrillator (AED) and blood trauma kits for the range. A Club member, who is a Paramedic with Benton County Fire District 1, will be at the Thursday, October 5,2023 general membership meeting to give an overview on the use of the new equipment. The equipment comes with instructions for their use, the overview will tell you what to expect without the stress of an actual incident.
The AED box is alarmed with signage identifying what it is. It will be mounted in the sign-in trailer. Do not open the box unless it is actually needed; in doing so will require an expensive recertification, taking the equipment out of service for a length of time.
The blood trauma kits were to be mounted on the firing line; the box is not weather proof. The trauma kits will be in the sign-in trailer There are no First Aid supplies in the trauma box. A first aid kit is in the sign-in trailer, stocked with standard First Aid supplies.
Signs will be mounted at each safety system switch stating the AED and Blood Trauma kits are in the sign-in trailer.
There is a disconcerting trend of increased safety contacts at the range in the fall when folks are preparing for hunting season.
If you’re planning to go to the range for sight-in and practice before hunting season, it is strongly advised that you review the range rules and safety guidelines thoroughly. Even if you are an experienced shooter, a quick refresher on safety protocols is always beneficial. Range Rules
Range safety rules are in place to protect not only the shooters but also those around them. It is the responsibility of each individual to be aware of and follow these rules diligently.

The range will be closed Wednesday, August 16, 2023, 0600-1000 for mowing.
